Put some fuel additiveinjector cleaner in it and keep it above 14 tank to see if that makes any difference. The fuel filter is no fun to change on a 98 since with the 97-98 ZJ the fuel filter is on top of the fuel pump assembly and you need to drop the tank to change it out. Letting it drop to 18 tank and below is asking for it since you may be sucking up dirtwater in the bottom of the tank.
